If the battery charger is not an accessory of other kind of equipment included in a different standard, the international safety standard for a general purpose battery charger is IEC 335-2-29. The European equivalence is EN 60335-2-29. Sorry, I don't know the UL equivalence. For EMC, you should use the household appliance standards (EN 55014, EN 55104, etc.)
