Switzerland was formed from a group of individual Cantons.  
Because the locations of these cantons was not particularly 
strategic to any of the surrounding kingdoms and countries,
these kingdoms and countries ceded the land to the group of 
cantons provided that the group remain absolutely neutral 
with regard to politics and wars.

In essence, Switzerland is allowed by its neighbors to exist 
provided it remains neutral.  The Swiss equivalent to a
constitution prohibits it from being anything but neutral.
So, I suppose Switzerland is indeed determined to abide by
its covenants and remain apart from the EU.
