Japan has issued harmonic limits for larger products, via JEIDA. I do not have the document number. The title is 'Guidelines for the Suppression of Harmonics in Appliances and General-use Equipment'. These limits are required for JEIDA members Jan 1 1996 for product first shipped to Japan on that date or later. Products shipping earlier are apparently issued 'Grandfather' clause without limit.
According to the minutes of the 22nd meeting of 77A/WG4, London, Feb29, 1996 a draft version of 1000-3-4 exists and was discussed. The stated goal was to distribute copies internally July 96, and expect comment mid Nov. 1996. [email protected]
