What if a component is a pwb assembly that fits the definition
that you gave for direct function, with the understanding that
the customer must EITHER:
1. be in possession of one of our end-products in order to
have a socket designed to mate with the component pwb assy,
so that powering and signal paths will match, or
2. as you say, provide (by his own methods) "connection
essential for its electrical power supply or for the
exchange of analogue or digital signals."?
Would the 1996 guidelines consider such a component to have
"direct function"?
Examples of what I'm referring to are component pwb assy's that
provide functions such as RF signal amplification, automatic gain
control, etc.

The best guidance on CE marking of components for the EMC Directive is
included in the 1996 revision of the "Guidelines on the application of
council directive 89/336EEC......" If you dont' have a copy, you need to
get one.
The guidelines include over three pages of discussion relating to
application of the EMC Directive to components. The key point is that
components do not need to comply with the directive unless they are placed
on the market for distribution and use AND perform a direct function.
Direct function means any function which meets the needs of a user and can
be directly used by such a user, without the need to make any further
adjustments other than any connection essential for its electrical power
supply or for the exchange of analogue or digital signals.
