The only true method of performing a site calibration is to do a site
attenuation test.  There are however battery operated devices such as comb
generators and comparison noise emitters that provide signals across the
frequency range 30 - 1000 MHz.  They can be used for site comparisons and
/or periodic site checks between site attenuation measurements. 
A comb generator produces narrowband signals at given frequency steps
(typically 5 MHz) and a comparison noise emitter (CNE) produces a broadband
signal.

As for suppliers of these products I suggest the usual EMC companies...If
you need more information I can probably get the name of a manufacturere for
you.

The University of York, England developed a CNE but I do not know if it is
available through them.
