Answer to your question is no, preselector is not required.

Receivers including spectrum analyzers for testing to all three
standards you mentioned are described in details in CISPR 16-1:1993-08
Specifications for radio disturbance and immunity measuring apparatus

Does anyone know if a spectrum analyzer preselector is required for
emissions testing in a semi-anechoic FCC certified chamber for FCC
Part 15, CISPR 22, and Bellcore GR-1089-CORE.
