There has been discussion concerning the VCCI on this alias
before.  Reviewing my records, some responders seemed to
think that VCCI was a legal requirement to ship to Japan.  Others
were of the opinion  that it was a strong market requirement developed
by VCCI in coordination with Japanese companies, but there was no
Japanese law mandating specifically VCCI conformity (although there
may be general emissions requirements similar to that of VCCI/EN 55022).
 I have always viewed the requirement with the latter interpretation.

Understood that not having VCCI labelling will severely limit
marketability of a product in Japan, especially with large established
OEMs.

But if one can find a customer in Japan that is willing to buy product
without VCCI testing and labelling, then it is LEGAL to import the
product and place it into service, isn't it?

While both opinions seemed definitive at the time, they do not agree,
it it does not appear that the question was previously resolved. 
Opinions/perspectives are always appreciated , but the hard cold facts
are really what I need to know.
