I do not believe OSHA has a regulation on lasers for general industry. The
construction regs., 29 CFR 1926, have specific requirements in regards to
qualified personnel, PPE, etc.
The ANSI Z136 guidelines are generally accepted has the minimum for meeting
the OSHA requirement of providing a safe and healthful work place. OSHA does
rely an the ANSI guidelines and could cite a company under the general duty
clause for not following the ANSI guidelines.
