The FTC sets the guidelines for country of origin marking in the U.S.

Their intent is to prevent misleading markings.

There was a time when Japanese goods were not high quality and the marketing 
effort was to make the customer believe that the product was not Japanese.

The FTC is an appointed commission that makes rulings on situations brought to 
their attention.  These rulings are printed in the Federal Register and become 
guidelines that you are supposed to interpret correctly and apply to your 
product labeling.

To use the phrase "Made in USA" you need almost 100% US materials and labor.  To
mark your product "Assembled in USA with (qualifier-i.e., foreign components, 
Taiwanese components, etc.)" you need some of cost to be U.S. based.  

If your product is made outside the U.S. you must have a country origin 
associated with it to import it into the U.S. and there are no FTC restrictions 
on the phrasing.  So almost everything says "Made in xxxxxx".

     'Made in USA'     and     'Assembled in USA'
     
with respect to any restrictions on the use of 'Made in USA'
     
Also is there similar types of statements for Mexico?
