Tony,

EUR1 is a customs form regarding shipments of (any type of) goods.

It has nothing at all to do with EMC, electrical compliance or the like, 
purely a shipping document.

Suggest details might be got from your freight forwarder, local customs 
office, or from the trade sections at the US Department of Commerce, 
Israeli embassy, or the European Commission liaison office.
