        Thanx to Moshe Valdman for the summary of Accoustical Noise
standards - which focus on measurement techniques.  

        Regarding the lack of limits in the standards, these limits seem to
be set by workplace standards...  OSHA here in the US defines noise levels
within the workplace.  There is a similar set of workplace requirements in
place in most European countries and a common set of workplace rules are
being developed there - which will be a Directive of its own.  

        In anticipation of the workplace limits, the Machinery Directive
requires the measurement and disclosure of noise levels in machinery.  The
measured value must be provided in the equipment manual.  This information
will, apparently, allow the purchaser to determine what sort of additional
noise abatement/protection is to be provided in the workplace.  The noise
measurement standards that MV summarized provide for uniformity of
measurement in this regard.
