The "Rules and Procedures of the Scheme of the IECEE for Mutual Recognition
of Conformity Assessment Certificates according to Standards for Safety of
Electrical Equipment (CB-FCS)"
(IEC Publication IECEE 03) include the definitions

3,1 Body A: A National Certification Body (NCB) participating in the CB-FCS
to which an applicant first applies for its national certification or
approval.

3.2 Body B: Any National Certification Body (NCB) participating in the
CB-FCS to which an applicant secondly applies for its national
certification, or approval, making use of the Conformity Assessment
Certificate issued by Body A.

The 35-page document continues to describe the role and obligations of
Bodies A and B in detail.
