MIL-STD-810E is an environmental spec which includes many different requirements. (Title is "Environmental Test Methods and Engineering Guidelines")
While some earlier versions of the standard had sections addressing EMC, this one (810E) does not. The section to which you refer (516.4) is strictly for mechanical shock tests in 810E. As for applicability to ITE, the government procuring agency is free to apply it to anything that it wishes, from Cray computers to the infamous toilet seats.
