I hope this belated response to Rick Busche's request for information
before Christmas will be of help. 
My understanding of the situation is as follows:

1. The draft of CISPR 24 is now in a fairly advanced stage - the final
draft is supposed to be circulated this month as CISPR/G/113/FDIS.

2. CISPR 24 will be submitted for parallel voting in CENELEC (i.e. if
approved, the document will be published as both CISPR 24 and EN 55024).

3. The latest draft I have seen (which was a "preliminary" version of
the final draft) did not include test methods but referred to the IEC
1000-4 series. The limits were very similar to those in the Light
Industrial Generic standard (e.g. 3 V/m for radiated immunity, 4 kV and
8 kV for ESD, and 1.0 kV fast transients on the AC power port).

4. The scope of CISPR 24 is intended to be the same as CISPR 22 (i.e. it
will include TTE)

5. Because CISPR 24 is in a fairly advanced stage, work on EN 55105 and
EN 55106 has been terminated.

Obviously, there is no guarantee that the final draft of CISPR 24 / EN
55024 will be approved. Also, even if it is published, there may be a
delay in it being listed in the Official Journal Of The European
Communities (because of concerns about the absence of transitional
periods for new standards).
