Why not just use a precision voltage divider, and then feed the reduced ac voltage to your A/D. If you need only positve voltage, then couple into the A/D with a capacitor and add a precise DC offset voltage. <<Using a transformer is obviously the easiest way and probably provides the least potential problems with safety agencies.
