Any of the official CB and NB test-houses or organizations from the 
European Economic Area will be accepted for use in all of Europe as long as 
all the country deviations have been specified and tested for and reported 
on the CB report. Even though I don't directly answer your question as to 
which is a ranking of the test houses, what is more important to understand 
is that any CB test report that has been prepared correctly (i.e. the 
mention of EN60950 instead of or in addition to the generic IEC 950, the 
specific country deviations, the language and required statements, etc., in 
the CB report)
Having a listed power supply will suffice most of the time but when 
integrated into a product the final integrator must worry whether the power 
supply meets all the requirements of the final destination country in order 
to have properly applied the CE mark.

I'm working at a branch of german testhouse in Japan.
My customer, a japanese power supply manufacture, gave me the following question
s.

In EU many powersupply manufactures apply for the approval from organization, fo
r
example, VDE, TUV, LGA, SEMKO, DEMKO, etc.
 Which mark/organization is most applied for by manufactures?  No.1, 2, 3...? 
 Which mark is convenient and major in Europa, and brings us many benefit?
