Appreciate this point being raised. When doing Safety testing for telco equipment, I ran into this little gem from a VP when having read the following, didn't want to hear anything else ...
"1910.302(a)(2) Not covered. The provisions of 1910.302 through 1910.308 of this subpart do not cover: (iv) Installations of communication equipment under the exclusive control of communication utilities, located outdoors or in building spaces used exclusively for such installations." Since CO offices usually run on 48vdc, completely seperate from the public mains, I was told to NOT test the equipment.
