     Further words on the subject.
     
     A spokesperson for LACOTS (Local Authority CO-ordination on food and 
     Trading Standards), the controlling body for UK trading standards 
     offices, who are responsible for enforcement of CE Directives, said 
     recently that owing to the lack of budget set aside for random 
     sampling, it is likely that the system will largely be complaints 
     based.
     
     The recent case in Wales of a non-compliant computer manufacturer was 
     brought about by complaints from a competitor, suspicious about low 
     prices, who bought samples of the competitors product and tested them 
     at their own in-house facility. They failed, and the matter was 
     brought to the attention of the DTI, then local trading standards.
     
     However, in Germany, there is no such restriction of budget for this 
     area and prosecutions are expected to be more widespread. The BFPT, 
     who are responsible for monitoring EMC compliance, are apparently 
     actively trying to assess ALL products on the market! As proof, if it 
     were needed, they have recently purchased over 250 aerials from Rohde 
     & Schwarz.
