"Provisional"? Have to agree there Brent. 

My comment had to do with the rather liberal 
certification of "Class A" OATS from the FCC. 
And that does not require NVLAP. NVLAP is 
voluntary. I talked to the gentleman at the 
FCC who does the site approvals. 

CLASS A only.  
Use ANSI C63.4   
 1. You build site. 
 2. Prepare a description, 
 3. Record site attenuation measurements.  
 4. Take pictures.
 5. Send info package. 
 NO COST. 
 Resubmit every three years.

Now, from the time you send off the material, 
till the time you get acceptance, THAT could take 2 weeks. 
Heck, I could do that in my backyard. In fact, I know 
a lab run by one guy in his barn. 

"Class B" certification of an OATS is more difficult. 

But, again, "provisional"?  Don't know what that means.
