I totally agree, I'd like to see all standards have their 
     scope/abstract/intro be free for the asking.
     
     I like to test-drive them before I buy them.

And as expensive as standards are, the full text of their scope 
statement
should be publicly available so people don't have to buy a copy just to

if they need to buy a copy.    :-(
