In type test, the dielectric strength test normally takes 60 seconds.  In
production, the test duration varies from 1-5 seconds.  In the past, to
reduce test duration, some approval bodies suggest to raise the test
voltage by 10-20%.  Nowadays, the suggestion has been withdrawn and just
reduce the test duration only.  Is there any latest study to suggest the
risk of test duration between 1 and 60 seconds is negligible?  Appreciating
any input on this matter.
