Phil, Since the Directives you cite are for EU memeber states, it would surprise me if Singapore tested "to" these Directives. However, one means of complying with the Directives is to show compliance to the harmonized standards published in the Official Journal. Since these are basically IEC 950 and CISPR 22 (plus immunity stds), there is surely a test house (or more) that can test to these standards.
