Ray:

        If this is a large equipment, are you using a three phase power feed? 
If so, can you add (!) some capacitance from one phase to ground which will 
balance the leakage currents? You might be able to just about "null out" most 
of the leakage current. This sounds too simple, so it must be illegal some way.
