I have received the attached message, attributed to Theo Wentholt, Rank Xerox, The Netherlands. It appears that the proposed effective date of January 1, 2001, is still alive. The situation continues to be volatile. I advise you to verify the situation directly with the CENELEC Technical Board (BT) before making any decision to (1) ignore the situation, (2) comply with EN 60555-2/3, or (3) comply with EN 61000-3-2/3. If your product complies with EN 61000-3-2/3 by June 1, 1998, then your product clearly complies with the requirements regardless of whatever the BT decides. Guess what happened : The Technical Board, in consultation with the European Commission has decided (yesterday 3rd July) that : EN 61000-3-2 : Harmonics and EN 61000-3-3 : Voltage Fluctuations (Flicker) will get a d.o.w. of >>>>>> 2001-01-01<<<<<<<<<<<< Questioned about the manufacturer`s obligation to apply "some" harmonics and flicker rules until that date, the EC representative (Elena Santiago) confirmed that the technical file route, as defined by the Directive (Article 10.2) remains applicable, and despite the fact that the Generic Immunity standard EN50081-1states that EN60555-2/3 is not applicable for products not in their scopes, she recommended that manufacturers use these standards as back up. The Technical Board also decided to start a 2-months voting on the withdrawal of EN61000-3-2 Aemndment A12, which is the one that fixed the d.o.w. to 1998-06-01.
