You should be able to obtain a list of the Japanese national deviations to IEC 
950 from UL, CSA,  BSI, or other participants in the CB scheme.  I obtained a 
list of the deviations from CSA.  This list references IEC 950 amendments 1 & 2.

According to CB Bulletin No. 89Al dated DEC. 96 Japan accepts ammendments 1 
& 2 and there National Deviations are in Miti Ordinanace No. 85.
