FYI I have attached an e-mail from one of our co-workers indicating that
the flow for GOST certificates has become a problem. There is no sole
accredited agency. At the moment, it depends largely on a company's
ability to get test data approved by the Russian authorities. Intertek
Testing Services in Cortland NY (specifically Emily Troyanskaya) has
been able to help get  the necessary approvals.

Help!

Just tried to get a GOST certificate from SGS U.S. Testing. Hadn't done
that since Oct. 96. My former contact there is no longer there. The new
person I talked to several weeks ago is out of town until next month.
The
person answering the phone says that SGS U.S. Testing is no longer
accredited to certify a list of 80 items, ours included. They say the
requirements have changed as of 1-1-97.

Our products are ITE and so are certified and marked for the EU and
North
America.

Question:  can anyone tell me what has gone on or taken effect in Russia
since last year? Is there something new going on?

I would appreciate any news you all can share.

I think that SGS have an exclusive licence from the Russian government
to supply GOST certificates in the USA for a fee.!

Here are a few paragraphs that may add some explanation.

"The Law [On the Certification of Products and Services] (Article 14)
determines that a compliance certificate is required to import products
subject to obligatory certification."

"To import communications equipment, a certificate from Minsviaz (the
Ministry of Posts and Telecommunications of the Russian Federation), and
in certain cases, an additional certificate from FAPSI (the Federal
Agency for Governmental Communication and Information), Gosstandart (the
State Standards Organisation), or others, is required."

"Samples of the communications equipment intended to be used for
certification tests are imported under a temporary allowance of
Gossviaznadzor (the State General Supervisory Committee for
Communications).  Import procedures are determined by the GTK (State
Customs Committee) of Russia and Gosstandart of Russia."

"After approval a notarised copy of a certificate or a copy with a seal
of the Certification Body must accompany each lot or separate unit."

"When making modifications to the design, the product's components,
software, or production technology, a manufacturer or supplier must
report these modifications, in writing, to the Certification Body, and
the certification centre or laboratory.  The manufacturer or supplier
also must perform additional certification tests."
