European Directive 91/338/EEC banned the use of cadmium as a pigment, coating or stabiliser in paints and plastics.
In essence the problem is one for plastics and paints feedstock manufacturers rather than end users and so far as I am aware, no commonly used platics from reputable (i.e. EU or North American) manufacturers contain the metal. The only standard I am aware of which actually sets limits for content is EN71, which is the toy safety standard - stick with the limits in that and you won't go far wrong for most applications I would have thought. There may be other more specific standards - this is a subject I only know about in passing and I wouldn't like to claim an 'in-depth' knowledge. However, some of the big plastics manufacturers may well be able to help you. I can e-mail you the text of the Directive if that helps at all.
