A fellow engineer has been evaluating thermoplastics for dielectric
strength for use in his design. Vendors (of the plastics) specify the
dielectric strength in one of two ways:

1) As Dielectric Strength
 -and/or-
2) Step Dielectric strength
Typically both are given in units such as V/mil but the numbers may
vary.

Would/could someone please explain what the different measurements mean?
This will be helpful in determining the design margins for the
insulating parts. I'd hate to buy the standard just for this information
-- it is probably a simple difference in test methods.
