 The IEC 601-1 is a generic Standard for the Medical Electrical
EQUIPMENT.

The IEC 601-1-1 is a Standard SPECIFIC to the Medical Electrical
SYSTEMS. (Combination of either more than 1 item of Medical Electrical
Equipment OR  Medical Electrical Equipment and other Non -medical
Electrical Equipment having  a specified function and interconnected by
coupling and/or multiple portable socket-outlet.), 

2. 
Due to the National Deviations , yes , you will find  differences
between those Standards.
