Most of our hard failures during ESD testing has been SCR type latch-up
with all makes of CMOS Devices.  See Fairchild Semiconductor Application
Note 600 (AN-600) for a pretty good discussion of CMOS latch-up.

A small request for information from the informed group.

Does anyone have any experience, or information, of CMOS 1488 Line
drivers
suffering from a sensitivity
to static or transients.  Particularly when the failure mode results in
an
almost dead short
between the + & - 12 volt supply rails.?

I am sure I read an article describing how this effect occurs a few
years
ago and now, probably because
I am old and grey, I cannot remember where!
