I had to deal with the LA lab once. They at that time were not an NRTL, but in order to sell products of the UL-1950 category within LA county, one was required to have an NRTL or this LA Lab's approval. This was quite a while ago so things may be different now. But, there's a situation whereby an NRTL is bypassed to the encouragement of the local authorities.
