You could probably get some information from the Rechargeable
Battery Recycling Corporation (RBRC), at www.rbrc.com
(though I think they are primarily concerned with NiCd batteries.

You are correct that the battery directive only refers to Hg, Cd or Pb.

As far as the use of the recycle arrows is concerned - now you are 
on to one of my "hobby-horses" !!!
The chasing arrows symbol DOES NOT HAVE A MEANING !!
It was allocated as ISO 7000-1135 back in 1984, but to the best of 
my knowledge, it has still not been issued by ISO. An amendment
to ISO 7000 is supposedly on its way to release this symbol, but I
have been unable to find out the actual meaning to be assigned to
the symbol.  

The contentious issue was that the proposed meaning included 
the following "applicable only to those products for which at the
end of life there is a well defined collection route and recycling 
process".

Any standards people out there may also care to note a draft
ISO/DIS 14021.2 environmental labels and declarations- 
self-declared environmental claims, which will also require
that recycling processes exist if you use the symbol.

But of course, ISO standards are not LAW !
