Petroni [email protected] To: Walter Fricke [email protected] Subject: New Safety Requirements in Argentina Date: 1998-08-10 Dear Mr. Fricke, Regarding your fax dated 98-08-05, where you request us information about the new safety regulations in Argentina for electrotechnical low-voltage equipment, we can comment you the following: The official authority in this field, the National Secretariat of Industry, Commerce and Mines, has approved this year, on February 16th, the Resolution No. 92/98 by which a national safety mark will be mandatory for low voltage electrical equipment. This safety mark will be issued following the ISO-IEC Guide 28 system's, by any accredited Certification Body. The national safety mark will certificate the conformity of low voltage products with the Essential Safety Requirements specified in Resolution 92/98, which are similar to those included within CEE Directive 73/23. Resolution S.I.C.&M. No. 92/98 establishes a progressive schedule to the implementation of the national safety mark: Since 1998-08-18, only shall be admitted the commercialization of low voltage equipment, which bear a safety certification mark of conformity with the Essential Safety Requirements or, as a temporary alternative: during six months for electrical materials intended to be used as a part of a low voltage installation, eight months for electrical household appliances and ten months for electronic appliances, the responsible in Argentina for the product commercialisation can present a Conformity Declaration with the Essential Safety Requirements to the Secretariat of Industry, Commerce and Mines (S.I.C.&M.); ended the step above mentioned, during one year, the responsible in Argentina for the product commercialisation can present a type test certification issued by an accredited or recognized laboratory; finished the step before, all low voltage equipment will have to bear a safety certification mark of conformity with the Essential Safety Requirements, issued by a certification body accredited by the Argentine Accreditation Body (OAA). Resolution S.I.C.&M. 92/98 establishes that the Essential Safety Requirements are understood as fully satisfied if the electrical equipment satisfy the corresponding IRAM or IEC standard. In respect to those products certified by foreign laboratories or certification bodies, these organizations should be accredited by the OAA or should have an agreement with an Argentine accredited certification body that must intermediate to validate the foreign certification. Unfortunately, the official information related to this subject, is only available in Spanish. Anyway, we are attaching the files that currently are being distributed by the Authority through diskettes in which the responsible for product commercialization must complete the Declaration of Conformity.
