NIS 81 is published by NAMAS in the UK. I am not aware of any availability on the web (but I haven't looked for it there). A companion/alternate document in the US is NIST tech note 1297. There is also an ISO document which addresses the topic. ETSI ETR 028 addresses MU as well.
ANSI C63 has held a number of measurement uncertainty workshops, and can provide a good summary of documents, and methodologies.
