        Let's start with a technical question... where do you expect the
transient to be dissipated when the device unloads the transient power thru
the suppressor?  Is the ungrounded chassis massive enough (enough
capacitance) to absorb the transient and leave the phone line clean (or as
clean as is needed)?

        Seems that the supressor device will not do what you want it to if
it cannot shuttle the transient pulse away from the phone line
