Hi Steve, The standard does not come in a bilingual format but there is an official English language version of the standard. You may obtain a copy from the National Bureau of Standards in Taipei.
I know that there is alot of frustration in dealing with BCIQ but our experience has been that they are very reasonable and straightforward once they get to know you.
