Thanks for everyone's response. The consensus seems to be that everyone is pretty much ignoring this issue because it just doesn't make sense. However, as one response pointed out, it is in the standard and we must respect the standard.
At this point, I am inclined to ignore the issue as well. My test lab cannot characterize an LED as laser because we do not have the equipment.
