Mona, you should try FCC Part 15, under the definition of the
applicability of the Classes A and B.  In the FCC regulations, it is
simply stated that it can be assumed that and FCC Class A compliant
component when placed into a Class B product or system, will derate the
whole system to Class A. (Sorry but I can't quote chapter and verse.)  

Likewise, Class A + Class A = Class A, and Class B + Class B = Class B.
I think we all know this is not necessarily the case in the real world,
but FCC has to let it go!!!!

For the CE Mark, these leaps of faith are verboten!!  In other words,
YOU are self declaring your product's compliance to Class A or B, and
therefore you better back it up by testing it as a complete system.  

Even the EMC Directive guidelines, which specify some examples of the
few instances where the 'FCC assumption' would aptly apply (which BTW
are pretty lame examples), are over-ridden by the Directive itself. This
again, puts the responsibility on the Manufacturer or the Importer to
get it right.
