It is my understanding that:

LVD: Concerned only with the issue of product safety
to protect the end user from electrical, mechanical,
        chemical harm.

EMCD: Concerned only with the issue of emissions/immunity
to protect the EUT from other equipment and to protect
other equipment from the EUT in regards to electromagnetic
        harm or interference.

TTED: Concerned only with the issue of protecting the telephone
line from harm by the EUT connecting to it.

Even if the equipment (for some reason) does not use but has the
capability/option of being connected to an leased line, it must
pass the TTED. Actually, it must pass all 3 of the above directives.
So the TTED is mandatory. You also may not self declare to the TTED
as Mr. Wrigley has pointed.
