I'm curious about interpretation of the test levels specified in IEC 
 1000-4-6 (Conducted immunity).  The test levels are specified in V (emf). 

>From a bit of research I've done, V (emf) is equivalent to V (peak).
Definitions of V(emf) boils down to: open circuit potential. That means 
 peak, correct?

However, EN55024 (ITE  immunity standard) specifies the same levels as V(rms).
Converting from peak to rms is not a problem.  
But which is the correct level. 

Any  clarification.....?
