The Symposium Record can be found in some libraries and in IEEE databases. * EMC-Journal is published in the UK and can be found on the web at www.emc-journal.co.uk
I'm sure there are other sources also. Some sources are primarily directed at EMC technology and some are more focused on regulatory aspects.
