Chris, I've had similar problems in the past with with a kitchen fluorescent starting up the PIR controlled flood outside the kitchen door. It can be due to the PIR + flood running off the same ring or spur as the flu tube or whatever. Running a separate feed for the flood is one possible fix or adding some supression on the flu tube switch fixed it for me.
