Energy Star is a program setup by the EPA. Originally, urban legend has it that some beaurocrat somewhere in the bowls of the US government multiplied the number of PCs to be bought for Federal Employees by the wattage of the average device and concluded that it was unacceptable.
The monitor and pc mfrs were required to put in the option of the screen and pc going to sleep after a period of time. That's if the system is setup to do that in the first place. Go figure ... Usually on first bootup, the monitor will show a little energy star logo. It has since expanded into other devices.
