It isn't free, the cost is 0.5 EU per page, but try http://www.eudor.com The document you are searching for is in 95 L 266, 08.11.95 (November 8, 1995). At the EUDOR site, you can search by "Identification Number" which is the year and number, i.e. 1995/266, or by date in dd.mm.yyyy format, i.e. 08.11.1995 That particular document is 66 pages long. I don't know how much an EU is, in your local currency (or even in my local currency!). The Official Journal is only available for free for a limited time after its initial publication, I think the period is three months, could be six months. You will find the free materials at the EUROPA site, web address above. I know of no site that has a deep history of OJ publication available without charge. I am able to view material at a local library, but that is hard copy - with attendant copying costs and inability to clip and send via email. Not related to your request, but the 'Consolidated Text' versions, which incorporate the amendments to the original directives, are free. Only a few of the relevant safety directives appear in the 'Consolidated Text' documents, but I found two that may be of interest to many folks here. In each, if you can't grab the web address directly using your browser, note that the character following the '9' is a lower case 'L', not a 'one'. The first is the consolidated Personal Protective Equipment directive, the second is the consolidated Low Voltage Directive. http://europa.eu.int/comm/sg/consolid/en/389l0686/p00000v.htm http://europa.eu.int/comm/sg/consolid/en/373l0023/p00000v.htm
