Moshe, In the approvals my company has received for NTRL marking we use CSA. The standards we use are CSA C22.2 No. 107.1 and the UL 1012. The requirements for bridging are for the most part similar to Europe. For safe to unsafe, two components are needed, each meeting the minimum creepage and clearance requirement. The components must also be tested approved for use either by the component manufacturer or by other testing that we provide in-house. This requirement is not found in the standards but was noted by the inspector during a product review. I do not know if there is a TIL (technical information letter) to this effect, but I will check.
The double component requirement for safe to unsafe bridging is interesting because both CSA and UL do not recognize basic + supplemental or double insulation anywhere in these standards. Also it should be noted that only a single high integrity component is needed for connection from unsafe to Protective Earth or Safety Ground. I believe that CSA will accept IEC 65 section 14 testing and possibly other forms of humidity/surge testing to identify components as "high integrity". It would seem to me you could argue that components approved to UL 1414; UL 1283; CSA 22.2 No.1; CSA 22.2 No. 8; IEC 384; EN 132400 should be acceptable to your inspector.
