I believe that this question is too general.  In general, I would not feel 
comfortable not doing 100% dielectric testing, but you must look at your 
particular construction to figure this out.  For instance, refer to table 6A 
concerning insulation in printed boards.  Most cases require 100%, or Routine 
electrical strength testing.  Other questions to ask..

Are you relying on reduced clearances (see annex R)?
Are your barrier components approved?
Are you bridging your barriers in a manner that may affect compliance?

Keith asks an excellent question.

We make ITE and therefore use EN 60950. We have always been required by
TUV to do dielectric strength and ground continuity tests on 100% of
production systems. I believe that was because we put GS marks on the
systems. We do not GS mark anything any longer.

Are we still required to do the tests in order to self-declare and apply
the CE marking?
