To (hopefully!) put this to bed: The European Commission published a complete list of standards and amendments harmonized under the EMC Directive. The list includes references to eventual superseded standards and, when relevant, the date of cessation of presumption of conformity of the superseded standard.
Among those listed are the harmonics & flicker standards (EN61000-3-1 and -3). Both are listed with an effective date of withdrawal of 1/1/2001. The OJ reference is C101/ April 3,1998.
