I have just received a reply from the Secretary of the IECEE (CB Scheme)
which confirms that Russia is still very much a part of the CB Scheme.

Thanks for the message. The rumour is not true; in fact I am leaving for
Moscow tomorrow with Pierre de Ruvo for assessment of RU Goststandart etc. I
am out from office for 10 days.
