Recently, I read post subject about Leakage Current Test limitation 
on the virtual conference hall in the RCIC.
 
By the way, I have some unsolved question about  leakage current limitation.
According to IEC335-1, leakage current is something different.
For Class 0, / 01/ III  Appliance  is 0.5mA
For Portable  Class I Appliances is 0.75mA
For Staionary Class I motor-operated Appliance is 3.5mA
and for Stainary Class I heating appliance is about 0.75mA

I  know that The leakage current as low as 10mA is no hazard.
And barely perception current is 0.5mA
But I don't understand Why leakage current is different by 
-Class ,
-Motor and heater appliance.
-Appliance ( i.e  Refrigerator leakage current is 1.5mA, Washing Machine is 
3.5mA )
and the source of 0.75mA, 3.5mA

I read Dlaziel's thesis but there is no describe clearly perception current as 
3.5mA.
I want to know why this value  is selected as limited leakage current.
