Hello Dwight, A TBR does not take precedence until it becomes a CTR. A TBR, being a "Technical Basis for Regulation" is not yet a regulation, until it becomes a CTR or "Common Technical Regulation". When a document reaches the status of TBR, many countries may accept approvals against the TBR, however, I do not believe that they have too. The prevailing ETSI (NET) standards or previous CTR's are still the ruling documents for European wide approvals until the TBR attains the status of CTR.

And what about the trail of ETSI standards leading up to the CTR / TBR? For instance, in the case of TBR4, we have ETS 300 011, -1, -2, -3, and also ETS 300 046-1, -2, -3, -4, -5, and also ETS 300 102-1, -2, and ETS 300 156, and so on... you get my drift...(some of these documents date back to 1990!) I'm assuming all of these individual ETSI standards are now included/superceded/swallowed-up by the TBR4 document? Does the same apply for others, i.e. TRB3? So now I have to shell out $1500 for a giant 500 page copy of TBR4?
